No that's an image dump file, used to open pirated games/files/dvds -- whatever really.
A binary file is a compiled source code which gains the title "A program" or an "executable" if you please _________________

yes, .bin files are binaries. They contain data stored in binary form. They're eg. common format to store your computer BIOS. On the other hand, this forum section has nothing to do with these .bin's. This section is about compiled programs.

There's no "common binary editor". Well, you might call hex editor a common binary editor. It's just that every program using extension .bin uses it's own way to store _whatever_ info in binary format.
Use a text/hex editor to check for a header on the file that hints as to the type. Otherwise you might need to do more indepth forensics. _________________
