If you're using a web host.

The domain registrar will provide you a control panel for your domain.
Set the Name servers to what your web host provides you.
Then simply add a domain in C Panel or whatever you happen to have.

If your hosting from your PC.
Simple way is to get No-IP Premium and use that with your domain.
