This is a basic IP changer, Its meant for those that are IP banned from Websites, Games, and programs.
It explains itself...

oh, I thought binaries were a bunch of numbers and stuff that layout the source of the program, whatever this oesnt make sense. Mod or something delete or move this post

Binaries means a compiled program. Binary is 1s and 0s. If you release the program with source, release it here, if no source, release it in binaries.

And the source isn't 1's and 0's?  Anyway, something tells me this just ipconfig /releases then renews...

changing some1's ip is basically impossible unless you own the DHCP server or edit his MAC address. the second option will not let you change it to any ip you want, tho.
also, proxies are not changing your ip. they are hiding it. there are some cases where hiding your ip can solve the problem, but changing it wont matter.

| I can change my IP address by setting the MAC address of my router. Otherwise it's static.
