Second Hard Drive Not Working HELP rep+

Hello I have 2 hard drives and one isn't working.
Both are detected in bios, saying something like:
1) Serial ATA 150 GB
2) Serial ATA 150 GB

but it wont show up in windows; my computer, and i cant see it in disk management.

both of them are the same model hard drive: seagate baracudda 160gb

what do i do?

insert an install disc (whatever OS you use) and format the drive that's empty through that way

un plug it and re plug it. nothing shows up then do it "sup3r"'s way.
