You can find the general location of somebody.

Incorrect.
With an IP you can get an ISP find said number of ISP. Give IP and they are forced to give info.
How do you think Viacom are only tracking people with an IP address? _________________

^^^ If i gave my ISP my IP address they would need either some proof or some VERY good reason ( You are a head business, they attacked my site.. etc ) before releasing information...
ISPs cannot legally give out clients information.. Atleast not Comcast... They have things called Privacy Policies. _________________

Roadrunner and comcast won't but others will. I tried on AT&T twice. It worked perfectly. _________________

Most huge companies wont... I cant believe AT&T would do that...

It's indeed true, All you need to do is contact customer service and give them the IP or your system password they'll give you full name/address/phone number/Main email. _________________

Seems they have a very flimsy ToS and Privacy Policy... You could probably get there full address and things with a little presuading... _________________
