Splitting up the hard drives so one part of it holds one OS, and the other, is the other OS.

Ubuntu will do it automatically when you set it up.
You'll simply get a lovely screen asking you what OS you want to use when you start up.

have vista on your pc first, and then install ubuntu. like slovach said, ubuntu will automatically set up a boot loader (GRUB) if you choose to install it, whilst installing ubuntu.
