I heard that for PCs with AMD processers, there are compatibility issues with XP SP3. Is that true or not? because I don't want to install SP3 and find that I can't delete files since I have a AMD processor...

It's only true if you get a brand name system where the company uses a Intel image on a AMD based machine.
IF you install the OS yourself then you should have no problems at all because I've done that on a few AMD bases system with XP with SP3 slip streamed and they all work fine.
There is a registry fix to prevent it from happening in the first place.

I have a HP computer with 2GB RAM and a AMD X2 4200+ processor. Does that count as a Intel image on an AMD machine?

If I remember correctly, HP was the affected company. They might have fixed it, but I'm not sure.
The problem is that the Intel image is being loaded at boot, but you're running an AMD processor. If you are familiar with Safe Mode and regedit, then I think you can disable it (from what I've heard).

At first it was HP, but then they found out it's any company that's lazy enough not to do a proper installation.
To prevent it from happening in the first place do the following:
1. Open up the Run dialogue box
2. Type "regedit" (no quotes)
3. Navigate to the following registry key:
HKEY_Local_Machine>system>Current Control Set>Services
Find intelppm and change the value from a 1 to a 4.
If you have already install SP3 and got into this looping mess, try to get into safemode and do the registry change.
