i hav an intel celeron 2.4ghz CPU that has 24x multiplier, 400 FSB, 100 Bus speed
I want to lower the multiplier to like 20x and raise the FSB to get the 2.4ghz.
is this safe?
core volt = 1.456
All this is taken with CPU-Z
temp = 75C idle and load.

I can't exactly say it's "safe". If you want to lower your temperatures, overclocking (even the overclocking you're doing) won't help, and perhaps it'll just put more stress and heat on your CPU and motherboard northbridge.
Since your motherboard's maximum supported FSB is 533MHz, your CPU clock speed should be 133MHz. 133MHz x 18 = 2400MHz, exactly what you want. You might as well raise the multiplier and get some kind of true overclock (although there should be a small increase in speed because of the increased FSB speed).
If you want to drop your temperatures (they're still within operating temperatures of Celeron processors), clean out your fans, or get new ones.

Make SURE you can lock the PCI speed to 33MHz, AGP to 66MHz or PCI-e to 100MHz, or don't even consider it. If you don't lock those to those rates, you WILL have data corruption.
Also make sure your RAM supports the higher bus speeds, though what you're trying to do is completely useless and you won't see any benefit of just a faster FSB with a lower multiplier.
tl;dr? Don't even bother.
