the title saids it all. and IF a CPU heat sink can fall off, then which 1 is easier to fall off? INTEL's or AMD's

CPU Heatsinks rarely fall off, but there are some cases where I've seen that happened and it because the user did not install the heatsink correctly in the first place.
As for which Heatsink is better between AMD and Intel, they're both good.
AMD still uses a retention clip mechanism so you get that secure feeling.
Intel uses a push-pin method and to some they felt it to be a bit unsecure so they opt for 3rd party cooler that uses a back plate with a screw on heatsink.
