Here's my stats first of all.
I have 200 Dollars to spend, What should I get? I'm leaning towards a gfx card, but I've been told to get a new processor. What would be best for me? (I play games quite a bit)

Unnecessary
Get another graphics card, 8600gt is a bad card. Also, if you want to change processor you'd have to change motherboard as well - Intel is the CPU which is worth the money, it's also better than AMD.

| I think you should get a better CPU, because yours is a little bit better than mine (by 300GHz), and today's games request shitload amount of GHz, i myself have GForce 8600GT and 2 Giga RAM and i'm leaning on a new CPU (Currently have Core(2)Duo E4400)

Your motherboard doesn't have to be CrossFire ready. It just needs to be CrossFire ready if you want to add another ATi card.
In the $200 segment, I would say only upgrade the graphics card. If you had $400, then I would recommend you to get a new motherboard, CPU, and graphics card.
As for overclocking, OEM systems are horrible at them. You will have to replace the motherboard for the best results (mostly because of the BIOS).

It depends on the price (if price vs. performance is what you want). Everywhere I see the 8800GT and the 4850, the 8800GT looks like a better deal. But if you want to burn all $200, then a 4850 would suit you best.

4850 it is, 200 is my limit. I can go a BIT higher if needed.

Most applications these days aren't bottlenecked by the CPU, and gaming is no exception. Face it, for any task he's likely to do, that CPU will work just fine. For most people, the only demanding task they do is gaming, and he's sure as hell gonna get a lot more gaming performance out of a new graphics card than a new processor.

HP OEM computers lock overclocking functions in the BIOS, so you can't overclock your CPU.
But a better graphics card is still your bet, unless you're into CPU heavy programs like video editing.
