Every single file I open gives me this message:

Some folders seem to be okay. All executables have been infected.
I only have internet right now because I'm using a different computer.

Also, can someone give me/tell me an antivirus that doesn't delete the whole file if something's infected; just remove to virus?
Meaning if it detects a virus in a file, it will only remove the virus, not the whole entire file.

I would just reformat, once you're infected with some shit I would no longer trust the box regardless of how I cleaned it.
FLATTEN + REINSTALL

Sounds mostly like your account was changed to a limited user. Usually this happens from a virus editing registry keys or something of the sort to alter your permissions to help the virus perform its tasks and such. Sometimes, the registry can just get corrupted from faulty programs and such as well.
Firstly, I suggest you take a look at this blog to run a Microsoft tool to fix the registry entries:

Afterward, I suggest you get yourself a virus scanner and do some scanning.

Also, all of my system restore points have been deleted, (No clue why) so system restore is out of the question.

No system restore? sounds like a virus to me. I'v seen this once before. Try to boot up in safe mode and run a virus scan. Just hope the virus didnt get the anti too!
