Well. As I know, CE is used to modifying the data in memory. So that it can cheat most flash games that using memory to store "EXP value". I am wondering that every programs are connected to those "memory" (I don't know what it is called exactly). Does it mean that CE can cheat almost all the programs included games,flash,system, etc?

if it is stored on your computer, you can edit it.
some are a bit harder than others, but yes, it's possible

how in flying spaghetti monster's name can you hack flash with CE? i scanned for values and changed it, nothing happens....

then you're not changing the correct values. But it's pretty easy to change stuff in flash with CE (might want to disable fastscan and use binary scans in other situations)

Like for some games, like DF, you would have to multiply the numbers that you are using by 8.

How many games can a cheat engine cheat, if a cheat engine could cheat games?

Anyways, it's like Dark Byte said, if it is stored on your computer, you can change it. However most online games implement server checks to counter the memory editing, so don't think it is a god send.
