if you use windows vista then you can. First, you will need an admin acount that he WON'T be on, and the account that he WILL be on is just a regular user. In the admin account go to the parental settings and set them for the account he will be using, shedule the times you can go on, and that's it. If you have another type of computer, idk how to help. (If he is dumb try deleting the "Internet" shortcuts)
Or you just put a really tough to crack password on the computer and hope there aren't any keyloggers recording the password.
Programs? I have no clue...
When in doubt, just give up, or use a popular search engine...

Why does it matter how much he uses your comp when you are at school? He's probably like 4 years old, I doubt he will download viruses.

You can do something like this if you have a Linksys router, probably other routers, but I only know of Linksys.
Or maybe something like this might help you, http://www.browsecontrol.com/overview.htm
