Well this question is specificly for Dark Byte because its a banning question.
Is it possible to get a Perm. ban on Cheat Engine Forums?

I am asking this question because my friend got temp. banned 6 times. and my firend said that his 3rd ban was a perm. ban (but he lies so i dont believe him 100%)

truth is, yes. he can ban your account, like he did LolSalad, or he can IP ban you. LolSalad is only an acc ban because he is now "Hixk is my hero" as his name.

and if he got 6 bans, how was his 3rd a perm?

Yes, you can get banned. And it depends on the offense.
If you spam several pages of crap you are more likely to get perm banned, while posting useless stuff on occasion only gets you temp banned
