im doing a spyware scan but im not sure what else to do.

looks like adware
get peerguardian and everytime such a thing popsup look which ip it is and block it
and go to start -> run -> msconfig -> in new window the right tab (systemstart or sth.) and look if there is anything you dont want

If you installed MSN Plus, it came with it. Look in Add/Remove programs for an ad program, simply remove it and you'll be fine.

Not really, The main problem is he install PKR.
I would remove it since they may get into a lawsuit for stealing your Microsoft license and MAC address when you register.

Re-format is the correct term, not reboot. That simply refers to the process of 'restarting' (power).
But yeah, I'm all for regular formats. Its the easiest method, most trouble-free, providing that re-installing apps and restoring any backed-up data isn't a concern for you. Its not like trying to patch up bits of the OS or chasing your tail trying to find out why that error is coming up, and such.
