If you're using Windows XP, you can use a power toy to resize.

It can be found here - http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx

Oh, you can also use Paint by opening up an image (in Paint, obviously) then Image ---> Stretch/Skew ---> fill in a percentage (smaller than 100 to shrink, over 100 to enlarge).

Are you trying to expand it?

If so then that will distort the image no matter what...


Try Fireworks, that's my program of choice.

If the its a bitmap based image than it will get blurry no matter what. If it is vector based it won't. Simple as that.

Paint and other regular programs don't add more pixels, so the pixels are stretched. Use photoshop and just read a small tutorial on how to do it.
