I think...I had this weird browser lag when I installed my OS again accidently, and it did everything I know to remove it and I still have the browser lag. I'm guessing the OS is still installed...How do I remove it? _________________

How do you accidentally Install an OS?
Insert your OS disc and somewhere should be a format section.
But if you reformat you will loose all your data.
Is the second OS in it's own partition? _________________
