Right click on desktop > properties > settings > drag the scroll bar on the right to 1280 x 720.
If your screen is bigger, find a resolution that fits your screen.

maybe ur monitor doesn't support 1280 x 720
meaning ur monitor isn't wide screen, 1280 x 720 on a normal screen would just look wierd and i think the monitor has prevented this from happening

You can't improve your graphics unless you get new hardware, unless it is a driver for the graphics card.
Since it is very possible you are retarded, I am guessing that you installed drivers for a kickass card, thinking it would magically make your computer awesome as fuck.
Guess what.
It didn't.
You need to take off those drivers (accessible through the Device Manager).
Then after that, reinstall the correct drivers for your graphics card.

Assuming you somehow managed to actually install the right drivers
1. Your display is nice enough to scale for you when you use a non native resolution
2. Your drivers are nice enough to scale for you use a non native resolution
