That syntax is correct...but the school computers will have extra security in there for sure. Exactly what they have is obviously unknown to me as it varies so much. But you can't expect to any user account on a school computer let alone an admin one surely... whats you're problem exactly?
Is it not accepting that command, or can't you get to enter a command? etc etc
*EDIT*
My bad entirely...you meant you can already add a user with that command...but it makes you a limited user right :p
So here ya go mate:
First create a user in the way you did:
net user <username> <password> /add
Then add them to the local computer group "administrators"..it must be 'localgroup', not 'group' as the following:
net localgroup administrators <username> /add
But do note 92Garfield, that this may not work if the computer is inheriting its security policy from the domain, it will just get overridden.
But give it a try to upgrade the user with local admin status and let me know how you got on

I remember doing this at my school last year...
I ended up somehow disabling My Documents, and couldn't open/save/delete any of my files.

I remember briefly not been able to do crap with the school PC's back in the day.
Be lucky if you got MS word up and running let alone think about anything else!

net send
Type just that at a command prompt and it will give you hints as to what the proper syntax should be.
Don't expect it to work though, it relies on the messenger service which is usually disabled.

Quite simple...
Control userpasswords2 is a command to run in CMD, in this guide il tell you how it works =)
First of, find a way to open the CMD
Here are a few ways : Windowskey +R (Usually blocked on school computers) Or go Start-->Run type in "cmd"
If neither works, you have to go the long way, /Windows/System32/Cmd.exe
Now that you got the CMD open, write in Code: | control userpasswords2 | and it will open a new windows, merge the "Administrator" and click the button "Reset Password" and put it to something whatever you like...This can be done even as Guest in XP, in Vista it dosent work
Thats about the control userpasswords2...
If you are doing this at a school computer, log out - then login again as Administrator (Seeing as you just changed the Admin password you should be able to access it) then go to control panel after you logged in
Then go to User access or something, then Delete out the $Users Domain
and bang the computer cant be used by students,,,

There are other ways t open the command prompt.
For example do....
My Documents> Favorites> (double click on links)> Press backspace 4 times (you are now in C drive)> WINDOWS> system32> (type command.com)> double click on what shows up.
You are now in the command prompt.
