anyway to increase my FPS??

Generally speaking then... the simple ways would be to lower your graphical settings in the actual game itself, do a little housecleaning... ie. defragment your hard drive, maybe do a registry scan to clean out invalid entries, take out startup items that aren't necessary (start -> run, type: "msconfig" without the quotes, and take out items under the startup tab, all barring your anti-virus etc).
Then the other way, is of course, hardware. Upgrading system components and you see fit. Maybe a graphics card? Or CPU/Memory if they are ageing now.

If you post more information about the game you're having I can post more suggestions and possibly game-specific tweaks to help you out.
Also, current PC specs will help, either myself of one of the other guys can advise you further on the hardware side of things too.

the games i want to increase FPS are AQ and

Mario Fusion(search it on youtube if needed)(not a rom)

for AQ i know it has quality setting but i want to run things smoothly without changing the quality

for mario fusion it lags from time to time

You can also turn the resolution down to gain almost immediate performance boosts.

Yeah so AQ you could just turn down the res and like I say, just generally make sure your PC is clean and optimized on the software side.

As for Mario Fusion...I was like what the fooX0rZ is that!! Then I looked and I see its in something like Beta 0.1??
The biggest limitation in that game will just be the way its coded etc.
I've played stuff like that (how they have managed to call them 'games' I do not know) and you would expect the FPS to rocket as they are not very complex. But nope, sometimes they can suck bigstyle in FPS.

If you have FPS problems with AQ, All I have to say is that your hardware sucks.
Edit: Or your one of those guys who has so much crap on his computer that its at full memory usage idling.
