net send computername "message" will send a message to computer
or
net send domainname "message" will send a message to all computer logged into the domain network (careful with this i almost got kicked out of my school for doing this, they thought they where hacked lol noobs)
as for messing around you would need physical access to the computers, go to control panel and administrator tools and then into services then enable the telnet service, then just use cmd to telnet into the computers and you would have full control, however you need an admin account on the computer your connecting to.
as for making your self an admin, you could do it the way Labyrnth making a batch file, but most computers wont allow them to open you could make a bootable floppy and run the batch from dos that usually always works.
or you could get a live distro cd e.g i use ERD Commander and UBCD (Ultimate Boot CD) these allow you to change the computers default password for the administrator account.
or a final thing you could do for the passwords is install cain and abel and tell it to scan your current computer for passwords then save the hash and run that through rainbow crack to get the password of the pc, usually all the pc's have the same admin password, get one and you've got them all.

net send ipofcomputer "what you want to say"
net send * "what you want to say" (This sends to all computers on network).
Also, to make an admin account, you pretty much need an admin account. You can try starting it in safe mode and that gets you in the admin account most of the time. Then you can make the admin account there.

They can. A Jr in the video gaming class did a net send that said 'DIE BITCHES', instead of it going to just the computers in that room, it went to the whole 3rd flood of another building. He's expelled now and may have faced criminal charges (for the die bitches part.)

a little prompt box comes up on the computer you sent a message to and it says message from "computername" (computer name of your computer you sent message from) however you could change your computers name if you have admin access then change it back so you dont get caught, although if the network admin tried he could find you anyway.

Also, about the 'net send' command... the majority of windows machines these days, even in their default configurations, have the 'messenger' service disabled. I'm not talking about windows messenger, as in MSN, Windows live etc, I mean the service that is an integral part of windows.
Click Start -> Run, and type "services.msc" to bring up the microsoft services management console. You will notice the messenger service. It will probably be set to disabled, possible manual.
In which case you can't make use of this command, or recieve inbound messages of the sort.
Even if this service is enabled, any good security software on the workstations, or even a properly configured network firewall would most likely prevent such messages.
That is all assuming there is a decent network administrator on hand
