Your IP is most likely the one found by whatismyip.com, unless of course you are using a proxy or spoofing your IP.

You have two kinda, the one from your ISP and the one that websites use.
The only one that really matters is the one you find on sites like whatismyip.com

Ulhim hit the nail on the head...internal IP and External IP.
This will most likely be the case is you are using a Router at home.
Google the 2 terms for more information. You should also be able to find both address in your router configuration. Check your documentation for it, to found out how to gain access to the router and login, check statuses etc

when you need to do something in local network you need the one from ipconfig
YOU nearly never need your external IP
if you got a second computer on same router they will use your internal IP
