1) Your ISP... This is a broad topic in my opinion. It could be a crappy ISP that gives crappy service. You could be using a reliable one though, but your location + ISP = terrible... Location Location Location, is all i can say. Usually people who live near or around cities get better service
TL;DR :: GET A BETTER ISP
2)You have a virus... Virus, Trojan, Spyware, Adware, ect... Most/some of these use your computer to attack sites or do their bidding that they can't do. That means another person is using your computer + you = slow...
3) Your computer is just old.... Get a faster/new on

Too much things running in task manager/startup
The thought of the computer being old doesnt mean its going to be slow.. depends what speed its SUPPOSE to run at

1) Yes Crappy ISP's do exist.. The reason my internet was slow today was because they were doing maintenance I think. I recommend getting RCN, Comcast, or Verizon depending on where you live...
2) Viruses would play a role in slowing down your internet yes if they are accessing a lot of ports..
3) Computer speed itself has NOTHING to do with fast or slow internet. Some of the comps at my school are shit with wicked fast internet.
