when i open it , it says disabled by administrator what do i do...im already a administrator....please tell

More than likely you have been infected by spyware.

Try going to the run box and typing these 2 as well. They usually fall hand-in-hand after a malware infection;

"regedit" <- try to open registry editor
"taskman" or 'Ctrl+Alt+Del' <- Try to open task manager

Then download these programs, update them fully and run scans.
Remove anything it finds:

Spybot S&D
Ad-aware 2007 free
CWShredder <- removes coolwebsearch only, doesn't require updating

Then reboot your pc and run this program:

HiJack This!

That last program will create a log file of startup programs, running processes, Browser helper objects amongst other things, which can all get infected etc.
DON'T post the log in the forum. One, it will most likely get flamed, and two, it can be quite long for the forum.
