When I try to open or extract it it gives me this error
! Cannot execute "C:\DOCUME~1\Owner\LOCALS~1\Temp\Rar$EX00.781\WPE PRO.exe"

How can I stop this?

WPE use virus to hack games,so disable your antivirus and try again

Yes I downloaded 3 times. The same thing still comes up, I also downloaded winrar again.

Also, if it errors extracting you may need to use a newer winrar install.

Do not run files from winrar.
Extract them to a folder.

I Also had this problem i had .net Framework 3.5 Installed but when my computer broke i reinstalled windows and installed .net 2.0 It worked Perfectly.. So If you've got 3.5 installed then it could be that.
