Worked fine for me on a video I updated with good quality. The big problem is that there are not so many good quality videos out there, so don't always expect the trick to work..

On some videos, you can see a clear difference, e.g. compare these two:

Ignore the video's content, and I'm sure you'll notice the difference on Will Smith's face.

That's not a hack at all. If you go under "account" and "Video Playback Quality" it produces the same effect without adding the URL change.
