Most .NET Languages: OpenFileDialog/SaveFileDialog (In the toolbox). with the file extention as .URL
Native Win32 C++: using the struct OPENFILENAME and the function GetOpenFileName.
What language, as said above.

I believe CommonDialog do it at VB 6.0 as for .Net SaveDialog.
and put a .HTML at the end, just like making it at Notepad.

You'd probably do best with the registry, or XML files. Google for them, if you don't know how to do it.
