No, DX10 is Microsoft's way of manipulating people into using Vista. People have tried to make DX10 for XP but it's still in the beta stages. If they're successful, hopefully Vista will finally die

so if i download vista i can use DirextX10 right

it's not a simple task and it will never be done perfectly.
also, if you have the hardware to support it, yes.
