Code::Blocks is an IDE not a compiler. The complier that it uses is MingW, which is crap.
OP: If you are new to it, you are best off with the Microsoft compiler (VC++ 2005/08).

2 Options for your (or 3)
If you want to do Native C++
- VC++ 6
- Borland C++
If you want to do C++ .Net (easier to use but just as powerful)
- Visual C++ Express (it's free)

Native C++ is the plane language no fancy GUI to easily create your forms and buttons etc you gotta write everything yourself.
C++ .Net comes with a nice arsenal of GUI building tools and other easy to use functions / components etc etc comparable to VB.Net (GUI.. the syntax is C++ style)

My favorite is C# and i recommend it to everyone...
But yea if you go for C++ you should choose depending on what you're going to use it for.
Native C++ is lesser restricted as C++ .Net...
But for the mainstream developers you wont notice unless you start 'hacking'.
Don't get me wrong you can do trainers, patchers whatever just as well but talking about kernel stuff.
Not going further onto the subject (hacking and restrictions)...
Other could explain it much better probably so I won't even try.

Visual Studio 2003, 2005, and 2008 do not require you to code in C++ .NET. You can code in native C++ still, as well as compile as native C code too.
Visual Studio 6, which contains Visual C++ 6, is outdated and unsupported now. If you are still using it, you should really upgrade. There have been many improvements to the language and the IDE (VS).
