How do I make extention names show up?

ok, so i downloaded a file, the site told me to change .mp3 > .rar. i looked and it didn't have .mp3 or .rar so i typed in .rar anyway, but it still doesn't change. does anyone know what the problem is?

Tools>Folder Options>View, untick "Hide extensions for known file types."
