Its the definition of newfag.

Newfags are the /b/ specific variation of the the same problem that affects every single place on the internet: Clueless n00bs who flood the place with their never-ending stupidity and refusal to read the rules, or more importantly LURK MOAR before posting. 99% of newfags are under 18; (also known as underage B&) who will do all sorts of typical teenage bullshit like giving camwhores attention, trying to use /b/ as their personal army, arguing over Mac vs PC's, wars over circumcision, getting offended by everything, and all other shit nobody cares about.
