The yellow/red card warning system is a modifcation. It does not come with default phpBB2.
Because I'm feeling nice today, I'll tell you the name of the mod so you can google it: Democracy mod.
(Not like you'll know how to install a mod, so it doesn't really matter).

Lol.
Anyways, Dynamite, you cannot install a modification by yourself. In order to do that, you need to actually own the website/forum host and have access to the MySQL database. Those stupid sites that offer "free forums" have basically all the controls. You cannot upload or download modded files to the host. The best you can do is ask the host to add the modification as an option, which definately won't happen. Why? Because it's extremely time consuming, and why would they do something like that for a FREE customer?
