So when soembody grabs my program and i want it to update a pop-up comes up saying "an update by pepsiguy_2 is available update now?"

Have the program check for an update each time it is loaded by connecting to a server and obtaining the information from a file uploaded on the server.

There are a few examples of how to do this on www.pscode.com, search for autoupdate, auto update, or live update.
