I just wanted to get into an admins account on ANOTHER forum [Street fighter online] so that I can access their "private" files, so is this possible ?

Cheat Engine is a memory altering tool, the accounts of a forum are (commonly) saved in a database. Most of the time this is a MySQL database, so no you cannot use CE to get them.
