Normally I would say VC 2005 or Intel, but VC 2008 is out of beta and I have yet to try it.

VC 2008 for a fast computer

code::blocks for a slower comuter.
VC 2008 sucks on slow computer

Code::Blocks is an IDE, not a compiler. The compiler that Code::Blocks uses is MingW, which sucks.
