Yeah..the blocked by ZoneAlarm means it does, just go into your firewall's program section and give it the needed permissions.

Also, so you know, #cef is dead on rizon, it's irc.xploitirc.net now, if you were heading there.

It's your ZoneAlarm.
If you think ZoneAlarm is closed already (and you are still getting the error) then simply open it up, and right click it's symbol in the tray and click "Shutdown Zonealarm Pro Firewall"


Also, the CEF server is on xploitirc not Rizon (as SaviourFamily stated).
If you need help registering your nick (you will get an error) then send me a message as i always leave mIRC running.
