Like the topic title its a tut for noobs.
Anyways if you're a foreigner in America, Australia, New zealand, or some other random english country, you count as a foreigner there and you own a english computer you want to change to your own language well here's a [noob tut].
You do not need to download any new software, if you're using Windows all you need is your Windows CD (or just your PC if it came pre-installed).
Well some important things you should know before you switch the language:
1. Yes, you will be able to switch the language of your system back to the language it was before
2. You will need to restart your computer.
3. No, this will not harm your computer.
Well let's get started.
Firstly, click the start menu at the bottom left of the screen on your computer OR hit the button with the windows sign on it located on the bottom left next to Ctrl on your keyboard and find "Control Panel".
This will take you to your "Control Panel" then select "Regional and Language options".
Select whatever language you choose your computer to display in.
Simply either restart your computer or just log off and log on again.
Your computer is unable to read each and every single word of the language you want your computer to be. If you have this problem here is how to solve it.

Tick the box that says 'Install files for East Asian languages' and 'Install files for complex script...', hit 'apply' and it should install the files. If it asks for your Windows CD simply insert it and it should install automatically.
This won't help much but it might come in quite handy for you...
