I made a BAT file supposed to change my IP address, it starts by doing ipconfig. It displays my IP. Then it releases and renews the IP. Then it pauses so I can see my new IP. But I dont have a new one, it's the same as before. I must have a static IP, is there a way to change this? Apparently not on my laptop, since after being IP banned and using the program I could access the game I was banned from. Right now I'm checking to see if my laptop displays a changed IP or the same, but til then... does anyone know how to change a static IP?

Actually, I found an IP-viewer, it doesn't even display my real IP... I'm going to find a different IP-changing method.

If you are behind a router, you will need to setup the router to handle DCHP different if you wish to obtain a new local address. Your IP viewer wont display the correct WAN ip unless it connects to a remote site to obtain it.
As Jani also said, if you do not use a router (even if you do, same thing) you will either have to contact your ISP, which in most cases they will not change your IP unless there is a full legal reason (stalking, etc. DDoS apparently doesn't count for some ISP's). Other then that you will have to let the IP timeout. ISP's use DHCP to assign IP addresses to clients on their networks that connect to their nodes. In turn, you are issued a 'dynamically-static' IP which will not change unless it expires. Theres two ways to have it expire.
1. The system has a set date / time for all IP addresses in the DHCP table to expire. In some cases, you will not get a new IP address when it updates, unless a change is needed that will effect your address range.
2. The address has timed out meaning you have failed to connect to the server for a set period of time (which varies for ISPs) thus telling the DHCP table your address is up for grabs to the next user that needs a new address.
I know that Comcast's expiration time was 24 hours a few years back, not sure exactly how long it is now though. Might still be the same though.

If you use a router, just turn off and then turn on again, and you will have a new IP.

Reseting IP address.
Again only works for Dynamic IP addresses and people with routers.
Command Prompt (DOS)
You could also create a batch file to do this automatically for you.
*To create a batch file open Notepad , copy + paste commands, save with extension ".bat" no quotes.
ipconfig /flushdns
ipconfig /release
ipconfig /renew
Router
*Make sure you backup your Router settings* ( If you don't know how just ask )
Hit the reset button (usually a tiny button behind the router)
Open an Internet Browser : You will be directed to www.routerlogin.net
Router has been reset
Restore your router settings , or manually reconfigure them.
Once router settings are restored , save and close the browser.
There you go.

If you're over a router, it's almost impossible it change your WAN ip, only the LAN through this .bat:

or through the router, for those who have Internet (Cable) then it's easy to change the WAN ip.
