Yesterday, I FINALLY got to be able to +/- rep.....but of course the first thing I did was try to +rep XHale. It said I had to wait 923840923840932 seconds or whatever. Today, I try repping him again and the SAME problem again! Why can't I ever rep!

That happens when you create an account on a computer that already has its IP address registered to another account.

Long story short: You created multiple accounts.
