It is. It's not a Standalone, the only way to buy it is by Orange Box, or buy it straight from steam.

TF2 is not a modification of Half-Life 2, it's a game that uses the Source engine. Yes, you can't buy it alone but that doesn't mean it's a mod.

False, it started out as a mod for Quake, but then it got turned into its own seperate game.

At the point of Team Fortress Software's acquisition production moved up a notch and the game was promoted to a standalone, retail product.
