That would sort of tie in with what i said. How he chooses people who contribute to the specific section.
(if you contribute, you'd get lots of posts and rep)

There's also SPAMMING and being a rep whore or doing rep trades.

There's something called moderator recommendations. No, it's not based on rep or post count.

You apply, and then other moderators vote for you.
