that ideology is false
mainly because the non-homeless looking man is way more likely to buy a coffee or subway ticket and actually will need a ticket to get somewhere

where as the homeless looking one is less likely to spend it on coffee rather drugs (ie alcohol) and has no use for a subway ticket because they don't have a home or job so why travel the subway

the compassion part comes from actually taking someone to the coffee shop and buying them one or the subshop ect
that way you actually get them food and not drugs or whatever

but most people wont do that because they deem it a waste of their time
