Because they are trying to negate the racism between our ancestors, by being racist. It's fucking stupid. Thank god there is no such thing in my country. Here you pay 1600~1700 euros (around 2000 dollars) a year for college or university, and the government loans you 98 euros a month for ten months out of the year, for the regular duration of your studies. When you graduate, the first four years of your loan becomes a gift, and you don't have to pay it back (if you didn't loan more than 98 euros a month). If for some reason you need more money than 98 euros a month (study abroad or some shit), you have ten years to pay back the amount you loaned extra after you graduate.
