see if you can get on the good side of animal control and offer to pay a fine, pay the neighbor's medical checkup fees, and enlist your dog in rehab / training / whatever.

explain to them the significance your dog has to you and your childhood experiences, tell them that this is both the first time this has happened and the last. hope you get a sympathetic the animal control person and make them feel guilty.

alternatively, if you're feeling devious enough, go buy a 2nd dog of the same breed as your current one. then go get it put down, and make sure you get a certificate as proof.
groom your current dog ASAP; do what cry-emo said and change its hair, dye, curl, etc. When animal control comes for you, say you already put it down on your own, give them a whole bunch of emotional bullcrap about how you played one last game of fetch and decided that you would put it down while you were still friends, without animal control taking him away and stuff.

NY state is very harsh on dogs, here on LI I *never* see any unleashed dogs on property that is not entirely fenced and all. dog is outside of fenced? it's on a leash. that's simply how the norm is for NY. also, for the towns ive been in, sidewalks are city property so you'd be in pretty deep shit for that.

for the pretty fucking obvious question that EVERYONE overlooked for some reason: why the fuck did you leave the dog unsupervised and unleashed while you went inside? even if just for a few minutes? it's not responsible. i'm sorry for your loss; ive had a dog shot by the police and many friends have had shit like that, it sucks, but you could have done more in retrospect. if everything works out fine, think about these things.

if you're in a town like cobleskill or something in the upper/west parts of NY then you could possibly be in luck, since fencing those properties is hard because most of extremely large. if your mom was out, was the dog acting strange or anything? did the stranger do or have anything that couldve possibly antagonized the dog? i don't really know if your dog is non-violent or not. a dog could easily be friendly to those it lives with but extremely hostile to those it wouldn't recognize and that falls under your responsibility, really.
