It's a 4-pack of 4GB modules, 4x4GB = 16GB, which is fine for $250, silly geese.

If it's worth it I'm willing to shell out $400 for a state of the art gpu.

That card would do very well, except you might run into microstutter/other various dual-GPU problems. Single GPU > dual GPU at the same price and performance for a multitude of reasons. If you were going to do a dual-GPU setup though, I think you'd be set up best by doing something like a GTX260 SLI. Pretty sure would beat the 6970 by a lot and would be at or under the price.
