Try this method
Note: Windows Vista and 7 allow for elevated rights when UAC prompts.
XP no need to apply.
Type the command that are in quotes, but not the quote itself.
1. Go to command prompt and type in "diskpart".
2. In diskpart type in "list disk"
3. Now look for your flash drive and type in "select disk *"
replace * with the number for your flashdrive.
4. Type "clean"
5. Type "create partition primary", press enter
6. Continue on and type in "select partition 1" and press enter
7. Now to format type in "format fs=ntfs and press enter
8. assign and give your flash drive a drive letter
9. Type "exit" to exit diskpart and type in "exit" once more to exit command prompt.
10. Verify if your flashdrive is now set to NTFS.
