1. You need to have a low body fat percentage for visible abs, some where around 8-11% body fat
2. You need a proper diet that has plenty of protein, low fat and carbohydrates etc.

1) You don't need that low of a body fat percentage; I know guys with close to 15 to 18% who have visible abs.
2) You need to watch your carb-intake, ensuring to eat more as you work out more, less as you workout less.
Anyways, OP, on top of a good diet, running/aerobic activity will help you drop fat quickly. Putting on more muscle will require ab-workouts; get a medicine ball or a 45lb plate, and do different types of crunches to work your abs.
But, don't get me wrong, you'll definitely need to be skinny, with a somewhat low body fat %. I do an ab-workout using two-45lb plates, but because I've been trying to put on more weight, I don't have noticeable abs.
Focus primarily on mid-distance to long-distance running and careful dieting, with a secondary focus on ab-workouts. Last January, I went on a diet for three months and dropped about 24 pounds (With around 5-7 pounds of it being water weight), doing mainly many timed mile runs. |

Everything I've learned is from first-hand experience, or discussion with professionals, which is mostly from off-season football workouts, where we have various athletic trainers and coaches who talk to us about such subjects.
One coach we have was a conditioning coach (And trainer) for an NFL team a few years ago (Less than half a decade).
