In foobar2000, when you go to Preferences > Global/Keyboard Shortcuts and add new shortcuts, press the media key when in the "Key" field, choose what action it corresponds to, and make sure "global hotkey" is ticked.
Just tested it to make sure, and it works. That's Windows 7 x64, but it shouldn't matter much.

I use foobar 2000 and it's really awesome, easier to use than windows media player, uses almost no ram and it's customizable. :]
