Thanks, people that know what they're talking about are here!
I'll go through what I did in each layer.
You'll be surprised.
Take off just one and it can ruin the whole thing.

1. Stock
2. Light
3. Curves
4. Blur (on right)
5. Sharpened focal.
6. Super tiny sharpen.
7. Smudged.
8. Smudged a shit load.
9. Pasted an apply image over and erased some, so the smudging was weaker.
10. Smudged the right.
11. Wind filter, erased lots.
12. Gradient map (darkened).
13. Gradient map (gave it the kinda orange colour).
14. Border.
