I figured it out in my sleep.
When you are in the car going 50 MPH, you, the ball, and the car are going the same speed. When you throw it up, the ball retains the 50 MPH and since there is no force acting on it to make it slow down, it looks like it's standing still.
Am I correct?

Yup. At least until wind resistance/gravity take effect.

But didn't they have to drive in front of the ramp for the ball to hit the car?
